{"id":10913,"date":"2019-06-26T12:59:12","date_gmt":"2019-06-26T10:59:12","guid":{"rendered":"http:\/\/www.fse.regione.campania.it\/por-campania-fse-2014-2020-raggiunti-gli-obiettivi-performance-2018\/"},"modified":"2021-03-01T14:44:52","modified_gmt":"2021-03-01T13:44:52","slug":"por-campania-fse-2014-2020-raggiunti-gli-obiettivi-performance-2018","status":"publish","type":"post","link":"https:\/\/fse2014-2020.regione.campania.it\/en\/por-campania-fse-2014-2020-raggiunti-gli-obiettivi-performance-2018\/","title":{"rendered":"POR Campania ESF 2014-2020: performance targets for 2018 achieved"},"content":{"rendered":"<p>On Wednesday 19 June 2019 at the Grand Hotel Parker&#8217;s in Naples, the meeting of the Monitoring Committee of the POR Campania FSE 2014-2020 was held on the assessment of the achievement of the objectives of the ESF Programme for the year 2018.<br \/>\nAmong the participants: the representatives of the European Commission &#8211; DG Employment, ANPAL, the Ministry of Economy &#8211; IGRUE and the Agency for Territorial Cohesion, the Councillor for Training and Equal Opportunities, the Managing Authority of the POR Campania ESF, the Nucleus of Evaluation and Verification of Public Investments and the representatives of the regional economic, social and institutional partnership.<\/p>\n<p>Per Chiara Marciani, assessore alla Formazione e Pari Opportunit\u00e0 della Regione Campania: \u201cL\u2019incontro \u00e8 stato importante perch\u00e9 ci ha permesso di mostrare alla Commissione Europea e ai componenti del Comitato di Sorveglianza le nostre buone prassi. Abbiamo visto persone che grazie al Fondo Sociale Europeo hanno trovato occupazione stabile nella nostra Regione; donne che hanno conciliato meglio la loro vita familiare e lavorativa; e ancora progetti per giovani come le borse di studio ed eccellenze come l\u2019Accademia Apple. Adesso ci sono tanti altri progetti da portare avanti che riguardano imprese, disabili, dispersione scolastica e altri ambiti\u201d.<\/p>\n<p>Il POR Campania FSE 2014-2020, al 31 dicembre 2018, presenta un apprezzabile avanzamento in termini di programmazione ed avvio delle singole procedure. Infatti, a fronte di una dotazione finanziaria pari a 837 Mln di euro, sono state programmate risorse per un importo complessivo per 823,6 Mln di euro, pari al 99% del totale delle risorse disponibili. Delle suddette risorse programmate, sono stati emanati decreti attuativi per un ammontare di 700,30 Mln di euro corrispondenti ad una percentuale di attuazione pari ad oltre l\u201980%, con una liquidazione pari a 153,8 Mln di euro. La spesa certificata al 31\/12\/2018 \u00e8 pari a 149 Mln di euro e ha consentito di conseguire l\u2019indicatore finanziario previsto dal Performance Framework per ciascun Asse.<\/p>\n<p>\u201cQuanto presentato nel Comitato di Sorveglianza, dichiara Maria Somma (Autorit\u00e0 di Gestione del POR Campania FSE) \u00e8 il frutto di un lavoro attento e capillare che l\u2019Autorit\u00e0 di Gestione, le Direzioni Generali della Regione Campania svolgono dall\u2019avvio della Programma Operativo FSE 2014-2020: il conseguimento delle performance, insieme alla qualit\u00e0 della progettazione avviata in tutti gli Assi di intervento, offrono alla Commissione Europea un quadro positivo e la prospettiva che gli obiettivi strategici fissati nel Programma siano infine conseguiti\u201d.<\/p>\n<p>Complessivamente sono state finanziate oltre 7mila operazioni, rivolte a 128mila cittadini beneficiari, di cui ben 73mila con un\u2019et\u00e0 al di sotto dei 25 anni e con una leggera prevalenza di donne rispetto agli uomini (68mila contro 60mila).<\/p>\n<p>Saverio Romano, dirigente del Ministero dell\u2019Economia e delle Finanze, ha invece sottolineato: \u201cAd oggi l\u2019attuazione del programma FSE \u00e8 abbastanza buona sotto l\u2019aspetto degli impegni giuridicamente vincolanti. C\u2019\u00e8 un buon bacino di progetti da finanziare, quello che va accelerato adesso \u00e8 il processo di certificazione della spesa\u201d.<\/p>\n<p>Per quanto riguarda le politiche per favorire l\u2019occupazione previste dall\u2019Asse 1, sono stati attivati interventi a favore soprattutto di disoccupati di lunga durata e gruppi con difficolt\u00e0 di inserimento lavorativo. Tra tutti, si segnala l\u2019approvazione del Piano per il lavoro nelle Pubbliche Amministrazioni che prevede il reclutamento a tempo indeterminato di personale utilizzando la formula del corso\u2013concorso. Relativamente all\u2019Asse 2, si segnalano gli interventi di contrasto alla povert\u00e0 e all\u2019esclusione sociale Realizzati attraverso partenariati tra soggetti pubblici e privati. Le misure attuate per il rafforzamento delle competenze, finanziate con l\u2019Asse 3, sono state finalizzate a conseguire la correlazione fra grado di istruzione\/qualificazione, opportunit\u00e0 occupazionale e contrasto alla povert\u00e0. Le misure dell\u2019Asse 4, per il rafforzamento della capacit\u00e0 amministrativa, hanno coinvolto circa 3mila dipendenti delle amministrazioni pubbliche in percorsi di rafforzamento delle competenze.<\/p>\n<p>The interventions of the Managing Authority and the heads of the Regional Directorates presented the results achieved in 2108 both in terms of programmed and invested resources, and in terms of the quality of the measures activated and the impacts on the territory and the citizens of Campania, highlighting cases of good practice.<\/p>\n<p>During the public session, a number of projects were presented, in the form of video stories, representative of the measures implemented during the year and financed with resources from the various axes into which the 2014-2020 POR Campania FSE is divided: each video presented objectives and results achieved, as well as testimonials from beneficiaries of the measure. Among the representative projects are &#8220;Java for Campania&#8221;, an innovative project that combines specialised high-level training, the introduction of young people into the labour market and incentives for businesses, the &#8220;IFTS&#8221; projects for specialised technical training, and the &#8220;Social adoption of victims of racketeering and usury&#8221; measures that have helped hundreds of desperate citizens escape the grip of usury; IDA Ios Developer Academy, Campania&#8217;s excellence in terms of building renovation and development of digital technologies in partnership with the Federico II University and Apple; Scuola Viva, the tried and tested three-year programme to support social interaction projects between schools and the local area; and the &#8220;Territorial Gender Agreements&#8221;, which provide for integrated actions to promote female employability.<\/p>\n<p>Adelina Dos Reis, Head of Unit of the Directorate-General for Employment of the European Community, said: &#8220;The ESF programme is modern and &#8220;works&#8221; well on the ground. We are halfway through, it seems to me that all the objectives set for 2018 have been achieved and now we need to continue on this path, which is strategic for Italy and Campania. In the future, it will be important to work in synergy and to listen with ever greater attention and sensitivity to the requests of the territory&#8221;.<\/p>\n<p><a
