OBJECTIVES OF THE 2021-2027 PROGRAMMING
Five main objectives:
a smarter Europe through innovation, digitization, economic transformation and support for small and medium-sized enterprises;
a greener and carbon-free Europe thanks to the implementation of the Paris Agreement and investments in the energy transition, renewable energy and the fight against climate change;
a more connected Europe, equipped with strategic transport and digital networks;
a more social Europe, which achieves concrete results regarding the European Pillar of Social Rights and supports quality employment, education, professional skills, social inclusion and equal access to health;
a Europe closer to citizens by supporting locally managed development strategies and sustainable urban development across the EU.
Five policy objectives dictated by the European Commission in the regulations for 2021-2027:
1. Research and innovation
2. Environment
3. Infrastructures and Networks
4. Work, training and welfare
5. Protection and enhancement of the Territory
In particular, with regard to objective 4, which includes most of the measures financed with the European Social Fund, the Campania Region intends:
encourage the growth and development of Campania companies, investing in the human capital and innovation capacity of the new generations, in line with the ambitious objectives of the European Green Deal;
further strengthen the training system and the relations between education and production chains, in particular those recognized as excellent;
complete the Work Plan already started and the renewal of the PA with a view to “zero bureaucracy”, proceed with regulatory and administrative simplification, streamlining of procedures and reducing terms and charges in order to increase regional economic attractiveness;
adopt all the tools aimed at reducing labor costs and supporting individuals and families, starting with the most fragile segments;
to innovate the welfare system, in particular along three lines: fight against educational poverty (and fight against early school leaving), support for the elderly and the disabled and fight against poverty.
Three strategic areas considered relevant for an organic development of the territory:
1. Health: excellence in health, in which to continue to invest and a strategic objective, to guarantee homogeneous, inclusive and quality services, strengthening the existing health system, both on hospital infrastructures and on prevention systems and local services.
2. Culture, a factor of regional identity, of knowledge and productive sphere of valorisation of tourism: a driving force for innovation, sustainable growth, employment and training.
3. Legality and inclusion: prerequisite for the overall economic and social development of the region.
