2021 Monitoring Committee: achieved objectives and new objectives of the 2021-2027 programming
Once more from remote, the 2021 Monitoring Committee meeting of 21st May 2021 examinated the results obtained by Regione Campania managing ESF ROP 2014-2020.
Data at 30th April 2021 show that committed funds are € 753,80 millions (out of total 837 millions) that is 90%, payments reach € 445,16 millions (53%) and certified is € 436,61 millions, that is 52%. Certuified expenditure is a very significant data to calculate Regione Campania spending power and the amount is much beyond the N+3 target (€ 374,89 millions), expected at l 31/12/22, and yet in February the total 2021 target was reached.
Between December 2020, at time of leatest Monitoring Committee meeting, and April 2021 Campania ESF ROP recorded a 51,21 % certified spending growth, as well as a 15,94% of settled expenditure and a 50,17% growth of declared expenditure by beneficiaries.
On 30th April more than 435K are the adressees of ESF ROP measures; among the measure with the highest number of reached citizens are the ones focusing on early-school-leaving, employment servicies, education bonuses and active social inclusion projects.
As regards the measures of Piano Socio Economico (Social Economic Plan) to fight the economic crisis due to Covid-19 pandemia, € 159 millions of Campania ESF ROP were committed on four measures – Bonus to professionals/self employed, bonus to disables people, bonus to season workers in transportation, Cassa Integrazione in deroga (layoff).
Regione Campania is looking ahead toward new 2021-2027 programme cycle, drawing the strategic committments for a «Campania più sociale», in accordance with UE Policy 4 objective, as expressed in the Documento Regionale di Indirizzo Strategico of last November 2020, with contribution of Partenariato (Economic Social Partnership).
AAmong participants: l’Autorità di Gestione del POR Campania FSE 2014-2020, i dirigenti regionali, il Responsabile della Programmazione Unitaria, il Capo Unità DG Occupazione, Affari Sociali e Inclusione della Commissione Europea, il Dirigente Anpal della Divisione Coordinamento territoriale e autorità capofila FSE, i rappresentanti del Ministero Economia e Finanze – IGRUE, del Dipartimento per le politiche di coesione della Presidenza del Consiglio dei Ministri, dell’Agenzia di Coesione Territoriale, il delegato del Nucleo di Valutazione e Verifica degli Investimenti Pubblici, il Presidente del Partenariato regionale economico e sociale e i rappresentanti delle parti sociali.

Maria Grazia Falciatore, in charge of Programmazione Unitaria, illustrated the structure and main features of Documento Regionale di Indirizzo Strategico and giving an overview on planning tools of European funds.
Among the contributions are the representatives of social bodies and Bruno Cesario, President of Partenariato regionale economico e sociale.
All contributions generally appreciated reached goals and invited to carefully presecute 2014-2020 Programme and pay a special attention to nwe 2021-2027 Programme.
